My wife is getting ready to file N400 under 319(b) [expedited naturalization for spouses of qualified US citizens abroad].

There are a lot of old threads on this, and since then the N400 form has changed. So I would like the latest info about where to mail & about fingerprint cards.

My wife lives overseas with me, so do we send our packet to Phoenix and request the Fairfax, VA office? This is what I've heard from numerous posts but is this still the most up to date info? Because I can't see it written "officially" anywhere that we should send to Phoenix. Also it seems strange because Phoenix is the address for the west coast but VA is on the east coast.

The other question is... I know that we have the option of getting fingerprints taken overseas at our US embassy and then enclosing fingerprint cards with the application, instead of the $85 biometric fee. However, I've read numerous posts about applications getting rejected for insufficient payment, even though the applicants say that they clearly indicated that they have enclosed fingerprint cards. Any way to avoid this happening?

Any other tips to avoid common pitfalls?
