Thanks in advance for your input.

My mom had petitioned [i-130] for her spouse [my dad]. NVC has sent the documents to Georgia/Tbilisi for interview this coming Feb 2016.

I have all the documentation prepared [DS-260, I-864 etc] except the DS-261. They website mentions that it is one of the required documents.

I have not been able to find this document online. I only see a mention of it online [https://ceac.state.gov],but that link is not active [CHOICE OF ADDRESS & AGENT]. Please let me know where else i could get hold off this document?

Both the DS-261 and DS-260 should be complete online through the site you listed on your post.

NVC provides a case number and invoice id which you use to login, pay AOS and IV fees and complete the DS-261 and DS-260.

After the DS-261 is completed and AOS fee is paid, you send your financial (I-864 etc.) and civil documents to NVC. After NVC reviews everything, the case is completed, and interview is scheduled. A few weeks before the interview, all documents are sent to the embassy.

I'm a bit confused as to how your dad has an interview already? Did your mom do DCF?

Not exactly sure how it happened. But I-130 was applied and later sen to NVC. AOS and other fees were paid. NVC sent the documentation to the local embassy. Not sure how or why. Currently the DS-261 option choise of addres & agent section is grayed out. I am not able to click that link. Is there a paper equivalent that i could fill out?

Hmm, okay. If he already has an interview then the DS-261 should not matter at this point. Some people choose their agent over the phone with NVC. It just allows NVC to have a contact person with regards to the case and documentation.

The embassy doesn't require the DS-261 but, if you'd still like to bring a copy of the paper version then you could do so.
