El Salvador Medical Exam - Cost and procedure

We just got our medical exam "done" in El Salvador and the fee was $645 (a little more than the $600 maximum that El Salvador lists on the Packet 4 they give to us). We paid it and assumed things would be fine. Now, they have referred my beneficiary (stepdaughter) to a psychologist but listed no reason, only for the psychological exam portion of the test. The psychologist wants to charge us another $600 for an exam plus $150 for a follow up exam. If I had the money, I would pay it but this process has stripped us of our savings and honestly it goes against what the embassy told me I would be charged. I also don't think it makes sense that they would have an automatic follow up exam if it is just for her normal psychological testing - evidently it is standard for minors in El Salvador to see a psychologist as part of the process. I attempted to contact the embassy to complain and to confirm that fee should have already been included. The call center I got into refused to give me their number and said basically I needed to just pay it if I want to see my stepdaughter. Do I have any options that you can think of? It appears that the doctors in El Salvador can literally charge you whatever they feel like with no explanation - and I even confirmed that with the call center because I was so upset :(

So, can I get a hold of anyone who can help me or I am just getting screwed over and need to take it?
