Should I file I-130 for my daughter as a Greencard holder or should my US citizen husband petition?

I would like to file a I-130 to petition for my daughter to come to the USA. I am a greencard holder and my husband is a US citizen.

My husband and I got married before my daughter turned 18. My daughter will be turning 21 this coming August.

I won't be able to apply for citizenship until after my daughter turns 21, so I am trying to figure out which of these would be the fastest method:

1 - My husband (US citizen) petitions for my daughter as his stepdaughter since we got married before my daughter turned 18, and it could be filed before she turns 21.

2 - I petition for my daughter as a greencard holder before my daughter turns 21.

3 - I wait until after I become a US citizen later this year and petition for my daughter after my daughter turns 21.

Update - My husband petitioned for my children on my behalf. Both children were approved, even though my daughter was 22 when the interview was scheduled. Both kids are here in the US.
