L1 - Spouse Visa

Hi,

I moved to the US almost a year ago. I got married last september and my husband applied for the L2 Visa (dependant). Initially the immigrant office told us that it would take 2 months, after emailing them again after two months they told us it is still under process and it needs more time and the process may take a year or two.

My question is: do you think that my husband can apply for the tourist visa to come and visit in the meantime? and would it affect his initial application?

It is likely that the L2 is under Administrative Processing. If so, the same processing would have to be done for any other visa application, so a tourist visa application would take even longer (since it was started later) than the L2. Plus, it would likely be denied, as it would be hard to prove strong ties that require return to the home country when they can clearly see the info on the pending L2.
