IV invoice email recieved but some trouble?

So I FINALLY recieved the IV invoice after waiting about 2 months and when I went to the website http://ceac.state.gov/ and clicked fee payment and logged in, there was nothing under the IV Application Processing Fees! Why is that? I thought if they sent me an email with directions on how to pay it then it should be up and there is nothing, no fee amount and no box to click!

How long after the email will it show up online? Should it be instantly? Anyone else going through this?! Help!
