DCF Accepted?

A friend of mine just submitted his I-130 to London and received the following email:

The Petition(s) for Alien Relative (Form I-130) that you recently submittedwas/were filed with this office on January XX, 2007.

Processing time for I-130 petitions: Petitions are adjudicated in the order in which they are received.

There is no receipt number assigned to each petition; however, you can check on the below web site as to what date we are currently processing petitions. To check what date we are currently processing I-130 petitions, go to:<http://london.usembassy.gov/dhs/uscis/i130filing.html>.

Does this mean that he has been accepted for DCF in London? they also sent him a link explaining that petitions accepted at London would not go through the NVC etc.
