Anyone have experience with a cedula problem in Ecuador?

Timeline

My husband was recently issued a CR-1 visa to come to the US from Ecuador.

Meanwhile, he has a child from a previous relationship and the mother of that child put a restriction on his cedula that he cannot leave the country. He has been working on removing this for almost a year… (lawyers, judges, renegotiation of child support, etc.) We thought we were almost in the clear and just today the judge said that he would not approve their paperwork and will not remove the restriction. This is devastating to us! We are waiting for his visa to arrive and I am pregnant with our first child together and I am due any day!

So my questions is this: has anyone had experience with this? What did you do? What recourse do we have? What CAN we do to get him here as soon as possible? I feel that his actual problem would be getting out of the airport in Ecuador, not getting into the US. Correct? But still, I'm not sure how that fixes anything. The cedula number and the passport number are the same, so I'm just not sure what would happen and where. I know there is a website where I can type in his cedula number and "see" this restriction… but ​ cannot remember the website.

​Anyone with experience on this would be helpful!!

No, he does not! He has always paid and will continue to pay. He has offered her more monthly child support, a joint account that she could withdraw from, or an upfront fee, in order to persuade her to remove the restriction. But nothing will work. We have tried all legal ways to correct this. (That I know of!)
