My wife is in the Philippines. She wants to change her existing passport to her married name. Her K3 Visa petition was just approved by USCIS and sent to NVC.

I checked with the Passport Issuing office in the Manila area - according to their website, she has to have a certificate from the Commission of Filipino Overseas Counseling...etc... To get that, she has to have a Visa, according to their website. It's a Catch 22!!

Does anyone have any suggestions?

I am doing a CR1 visa for my wife, who is also in the Philippines. My wife also wanted to change her passport to her married name. As far as I understand it, your wife does not need a visa to get the certificate from CFO, but does have to be in the petition process. My wife's visa is still in NVC processing, and as soon as the I-130 petition was approved, my wife went to CFO and took the seminar, and got the certificate. The catch is that to leave the Philippines en route to the US, she has to have a sticker from CFO. That sticker is only granted after the visa is granted. So my wife will have to go back to CFO after her visa is ready and get the sticker. Everything that happens in the Philippines is a redundancy nightmare, but it's just the way it is. She can attend the CFO seminar even though she doesnt have the visa yet..they will give her a certificate after attending the seminar. She will present that certificate to DFA to have her name and status changed in her passport. Now once her visa has been issued, she needs to go back to CFO (she has to bring her cfo certificate and new passport with visa) to register and get the sticker. Thats what i did when i was still waiting for my I-130 approval.

08.24.2013 - got married in the Philippines!

09.25.2013 - NOA1 via email

11.18.2013 - requested expedite due to typhoon

12.02.2013 - CFO seminar

12.12.2013 - I-130 approved, NOA2 via email (never transferred); shipped to NVC

12.30.2013 - NVC received the case

01.06.2014 - requested expedite due to typhoon and PCS

01.08.2014 - Case # and IIN; submitted DS-261; NVC asked for 2 contact #s of beneficiary

01.09.2014 - AOS fee billed

01.14.2014 - AOS fee showed paid

01.15.2014 - IV fee billed; expedite approved

01.18.2014 - sent AOS package

01.22.2014 - IV fee showed paid; AOS arrived at NVC as per UPS (10:18am by FNU)

01.24.2014 - sent IV package

01.27.2014 - submitted DS-260; IV docs delivered to NVC as per DHL (10:52am by PETERS G)

01.29.2014 - CASE COMPLETE (via phonecall)

01.30.2014 - received checklist for Dutch Police Record (VOG) via email

01.31.2014 - left NVC, sent to embassy

02.04.2014 - received at embassy, READY as per CEAC

02.10-11.2014 - medical done, passed!

02.24.2014 - interview: APPROVED!!

02.27.2014 - Received SMS from 2Go, ready for pick up

02.28.2014 - visa on hand; CFO sticker

03.01.2014 - paid ELIS

03.06.2014 - POE Hawaii...Aloooohaaa! :)

04.10.2014 - 2yr green card received

She will need your marriage certificate and of course the other supporting docs.that DFA requires to change her name, CFO will need her passport coz they will put sticker on it after the seminar.
