Have no idea of how that old office manager in St. Paul got away with delaying oath ceremonies for up to a year with that 120 day rule. Kept on making excuses she couldn't find an auditorium large enough.

All I know somewhere in that two year difference between my wife's process and stepdaughter's, she was replaced. Even doing same day oath ceremonies now, if you are lucky enough to get a morning appointment, stepdaughter was not lucky, hers was in the afternoon, so had to make a long trip three weeks later to get that piece of paper.

With my wife, was luck to have Sen. Feingold, was head of the USCIS finance committee, one call and had a special oath ceremony, but had to be there at 7:30 AM in the morning to get that piece of paper.

Just saying, all this depends on your field office manager. Doesn't necessarily have to be your fault. Also had friends with long delays, none were brave enough or had the funds to take the USCIS to court. Just waited it out.
