Getting Police Certificate From Spain

Spent some time searching through the form. There was a guy in an identical situation to me some years back. In short, my wife is an Israeli citizen. We lived for a year in Spain and are now back in Israel. Her Spanish residency is expired.

I just wanted to confirm that the procedure is still to just get a letter saying Spain does not have a reciprocity agreement with Israel in terms of exchanging police records and that someone with expired residency cannot individually request her records.

In terms of the official stuff form the ministry of justice, I am not seeing anything barring someone with an expired residency permit from requesting the information:

I know that there has got to be tons of people here who did a study abroad in Spain etc and should have an idea of what to do.
