Background info: currently resident in Netherlands with my current passport issued by the Indian embassy in Switzerland. Applied for a L1 visa which is approved but the application has been suspended because of passport damage (moisture inside the lamination) and a new passport has been demanded.

Now, the Indian embassy in Netherlands takes almost 3 months on average to issue a new passport (which is by far one of the worst, I got my new passport in Switzerland inside 3 weeks) and I cannot wait for 3 months.

So, the question is what are my options? Can I travel back to India and apply as a non-resident on Tatkal? Note that I never registered at an embassy in either the Netherlands or Switzerland so the address in my passport is still my old Indian address (though it does say issued in Berne).
