I wanted to separate my opinion from the facts in the original post...

SLEC posted this notice only on October 21.

The closure on November 1 should be expected as it is a national public holiday (All Saints' Day / All Souls Day).

The closure on October 28 is due to a special non-working holiday that was declared on October 1. I am not sure why it took SLEC 20 days to get this posted to their website.

We will now have to re-schedule our leave, flights and hotel reservations to accommodate this change.
