Anyone from Sweden here? Marriage Certificate question, help!

We got married in Sweden last month. Neither of us is a Swedish resident.

We asked Skatteverket to issue us a marriage certificate and what we got is Registerutdrag.

I went to a Vital Statistics Office here in Poland to legally change my last name and was told this document is insufficient.. and that I need a Personbevis, vigselbevis or vigsel intyg.

I contacted Skatteverket again and was told they only issue Registerutdrags. And that vigselintygs are kept by Skatteverket but a photocopy of it could be mailed to us.

Now my question: What is an actual Marriage Certificate in Sweden?

Which document will definitely be sufficient for USCIS?

I am afraid we'll get a stupid RFE for this.

9/6/2013 -Priority Date 5/13 /2014- Case number and IIN assigned

2/25/2014 -Transferred to NSC 5/20/2014- DS-261 completed

3/31/2014 -Approved 5/21/2014- AOS fee invoiced and paid

5/22/2014- AOS package overnighted to NVC

5/28/2014- AOS scanned into the system

6/20/2014- IV invoice email (but fee still locked on CEAC )

6/23/2014- IV fee finally unlocked and paid.

IV package overnighted to NVC

6/30/2014- IV scanned in. DS260 completed.

7/1/2014- AOS accepted

7/2/2014- False checklist (AOS reviewed)

8/1/2014 False checklist (attorney's G28 reviewed)

8/2/2014 False checklist (NVC not sure why it was generated)

I am the beneficiary. 8/12/2014 CASE COMPLETE!

8/26/2014 Medical

9/2/2014 Interview... APPROVED!!!

9/5/2014 Visa in hand

Good luck dealing with Skatteverket.

My wife is triple nationality, one of which is swedish. Even changing her name and getting her new swedish passport was a mission, and took some time to sort- compounded by them making mistakes several times.

In person they can be helpful, but by email, phone or mail they are a nitemare to deal with.

A registerutdrag is an extract from the swedish register - fine for internal swedish purposes, but as you have found, it is than useless for another countries procedures.

You need to request a Personbevis that lists both spouses names, and then that needs to be certified and apostille stamped by a notary public (notarius publicus) in sweden.

CR1 / DCF (London): 2012 / 2013 (4 months from I-130 petition to visa in hand)

I-751 #1- April 2015 [Denied]

 

April 2015 : I-751 Joint filing package sent fedex next day 09:00am from UK ($lots - thanks). 
Jan 2017: Notification that an interview has been scheduled at a local office. Bizarrely still no RFE... 
Jan 2017: 2hr wait, then interview terminated before it began, due to moving my ID to another state 2 wks prior. New interview 'in a few months...maybe.'   Informed them that divorce proceedings are underway, but not finalised at this time. 
March 2017: An Interview was scheduled - marked as no-show as they didn't actually send out a notification of interview. FML 
April  2017: Filed an official complaint with the ombudsman, and have requested Senator & Congressman assistance
August 2017: Interview - switched to a (finalised) divorce waiver. Told that decision will be made that afternoon, but no problems foreseen with my case. 
October 2017: Letter of Denial received - reason given as 'I-751 petition was not properly filed'. Discovered ex-spouse made false allegations to USCIS in 2015. No opportunity given to review & refute allegations  - contrary to USCIS policy.

I-751 #2 - Oct 2017 - Mar 2021[Denied] 

 

October 2017: Within 72hrs of receiving denial notice, a new waiver I-751, divorce decree & $680 cheque, sent to Vermont via FedEx overnight 9am priority.  
Dec 2019: Filed FOIA request for full A# file
Feb 2020: FOIA request completed - entire A# file received as a .PDF; 197 pages fully redacted, and 80 partially redacted. Don't waste your time!
March 2021: I-751 #2 denied for lack of evidence. No RFE, no interview, and evidence in previous I-751 not reviewed - contrary to policy. Huge errors in adjudication.

N-400 - Feb 2018 - Apr 2021 [Denied]

 

February 2018: N-400 filed online.  $725 paid to the USCIS paperwork wastage fund

February  2019: Interview - cancelled after a four hour wait due to 'missing paperwork' on their end. Promised Expedited reschedule.

March 2021: Interview letter received, strangely dated after I-751 denial. No I-751 interview conducted. N-400 interview and test passed, given 'cannot make a decision at this time' paper due to the ongoing I-751 nightmare...

April 2021: N-400 denial received citing recent I-751 denial as basis for ineligibility, even though it should have been a combo interview 🤯

Service Motion - March 2021 [Sent via FedEx & COMPLETELY IGNORED by USCIS]

 

March 2021: Service Motion request sent overnight addressed direectly to field office director, requesting urgent review and re-opening, based on errors in adjudication - citing USCIS policy, AFM and memorandums as basis for errors. This was completely ignored by USCIS.

 I-751 #3 - June 2021 - Jan 2024 [Denied]

 

IT'S GROUNDHOG DAY

June 2021: I-751 #3 (30+lbs/5000 pages of paperwork) & another $680 sent to USCIS via FedEx ($300+..thanks) .... 

June 2021: Receipt issued, card charged, biometrics waived, infopass scheduled for I-551 stamp number ten.....

Feb 2022: RFIE (no, not an RFE, a Request For Initial Evidence) received, for copies of the divorce paperwork that they already have 😑

July 2022: Infopass for I-551 stamp number eleven.....

August 2023: Infopass for I-551 stamp number twelve....

January 2024: Denial received, ignoring the overwhelming majority of the filing, abundance of evidence, and refutation of a provably false allegation. The denial also contradicts itself in multiple places, as if it was written by someone with an IQ <50.

HAPPY NEW YEAR

 

2024: FML. Seriously. I'm done.

Does notarizing it have to be done in Sweden? Can we have someone do it for us? There is now way we can go to Sweden to do it...

Dammit... I am sending an email to Skatteverket right now.

I just heard from Skatteverket :

"I’m not able to issue personbevis to you and since you are not living in Sweden and don’t have a Swedish personnummer.

Registerutdrag is a proof of that a valid marriage between you and Paul has been performed and duly registered, maybe you could have that document stamped with apostille?

Skatteverket can’t help you with the apostille though, you have to turn to notarius publicus.

I hope you’ll find a way to work it out!"

This is what I just found on the forum:

"My hubby and I are a bit confused. We have received two RFE's. The first one came on the 14th of February - talk about ruining the mood on Valentines day... ;( It was requesting a Marriage Certificate. But we had sent in the document equal to that, since Sweden doesn't have specific Marriage certificates. So after this, I got a hold of two more documents that state that we are married and that the government has registered it. We sent in our respond. And on the 20th of March we got another RFE, requesting the same thing! Hubbs called USCIS asking what document they want since we have given them all the ones we could possibly think of. The guy he got to talk to said that we needed a document from either the government or the wedding officiant stating that Sweden doesn't have specific Marriage Certificates. So I got the wedding officiant to write one for us and sent it off to my husband"

MAYBE I should ask her to send me a stamped, signed something stating what she just told me?

My head is about to explode.
