need help for packet 3

i got a email say can do online print out form but just want to know send what form to the embassy first. i just want to know if we just sent these form first to U.S. Cambodia embassy?

FIRST: Complete and return by mailing immediately to this office the enclosed

 Form DS-230-I, APPLICATION FOR IMMIGRANT VISA AND ALIEN

REGISTRATION (PART I, BIOGRAPHIC DATA),

 Form I-134 (Affidavit of support), and this

 Form OF-169.

This office cannot process your case until these forms are received.

Your physical case file has been received by the U.S. Embassy in Phnom Penh and a letter containing packet 3 information has been mailed to you since early June for further processing. If you have not received the letter or should you wish to expedite the processing, we would suggest you to download forms and instruction of the packet from the following website and mail the required documents of the packet back to the Embassy to schedule appointment:

As soon as we receive the required documents of the packet, we will consider an appointment for your case.

i am thinking to send to my fiancee first let her sign the paper than she send the packet 3 to the embassy

That's what I'm leaning towards of doing. It would a best idea. How will you send to your fiancee? Last time I sent paper to Cambodia, I sent via USPS and I had no problem. It was relatively cheap comparing to other mail carriers.

i never sent any paper to Cambodia. i will sent the same way via USPS

I am still waiting for an interview. It's been 3 months. The embassy is really busy.

I mean I sent all the civil documents to the NVC, then I guess they forward it to the embassy for spouse visa.
