Photocopies in lieu of originals to NVC

Hi, my wife is from Kazakhstan. I hope you'll forgive me for posting here rather than Europe/Eurasia. After much deliberation and a strong desire to obey the law, we opted to send photocopies of birth and marriage certs to the NVC with a letter explaining that originals are irreplaceable, certified copies unobtainable, and that the originals would be made available at interview. I am familiar that the NVC website demands the original/certified copy and overstates availability through ZAGS (she would either need to get born again, pay a bribe, or make a false statement to ZAGS). Call to the NVC help line has gotten conflicting answers. Can anyone speak from personal experience?

Yeah, I did. Russia/Ukraine has legal similarities to Kazakhstan. I posted there because I thought that someone from Russia/Ukraine would have some experience with my particular problem. I don't think that there's a huge pool of people from Kz, active on the forum right now. Could I get this moved back to the Russia forum?
