If it's for an emergency, yes, proof is needed.

Please check the criteria for expedited process. It differs from an emergency request according to the USCIS website.

I should of been more accurate in my first post. At our infopass appointment they told us her GC would arrive within 10 business days. As soon as her GC arrives we will be filing for a reentry permit. I will be working overseas for 9-13 months and she will be going over before me to make it easier for her to travel. I do not want her to travel during the last trimester.

The local office has been very helpful and said as soon as her Biometrics letter arrives to make an infopass appointment. They will make sure she can do an early Biometrics. The I-131 says to only write expedite on the upper right of the application and to mark the envelope as expedite. I was planning on including a letter from work stating the work assignment and a note from our DR stating the due date of the baby.

We will have about a month from when we file for her reentry permit until we are planning on her heading to China. I know that is cutting it very close for the biometrics but we cannot file until her GC arrives. The USCIS officer said it would be better to wait for the GC than chance a RFE with only the stamp in her passport.

Why is it better to wait for the Green Card?

I have seen other posts on this forum where the individual filed an application as soon as they had their visa stamped.

I would have thought the fact that you are applying ASAP demonstrates the need for urgency.
