My theory is that CSC has some new employees who are having sex among themselves and need our files to use as a mattress.

Until enough files are received to replace the 'old mattress', CSC cannot release them (do you expect them to do it on the floor?)

That sounds ok, considering that CSC was formerly known as "WAC" (ostensibly "western adjudication centre"--but I like to think it's because the state is WACky!).

Not so new - that happened with my K1 petition back in 2004. A lot of people want to know what's in the sealed envelope. I think I would take a pass on that - at least not without a pair of surgical gloves.

Actually, the CSC releases the files right away. The new low-cost mail-service that the CSC contracted, however, has trouble with the volumes of mail to be transported:
