Yup! I was denied a tourist visa on the same grounds last August 2010. My K1 visa was still approved last month. The consul did ask me whether I have applied for a visa before and what was my reason for my trip to the US. Just be honest (it will appear in the form DS-156 that you have to accomplish anyway), I told him that I had wanted to meet my petitioner in person, but my visa application was denied.

Don't worry. It's not an issue. :)
