J-1 Student Visa with 2 year rule refused

Hello

I was studying for my MBA (I got the scholarship from my government) in US with J-1 Student Visa with 2 year rule. After 6 month i decided to change my J-1 Student Visa on F-1 and return at home, but consul refused me and i was unable to return in US and continue my study. So i can't understand in what situation am i now, i'm in my homeland almost 1 year.

does "2 year rule" void because consul refused and canceled my J-1 visa ?

Can i return in US with H visa to work there ?

Please provide me your advices and ideas what can i do

You can apply for a H visa once you've been in your home country for 2 years.
