I petitioned for my parent and we are working on the DS-230. The question about who is traveling with you, can she put her spouse (my step parent)? Will she have to do a form for him? How does the process work? I am hearing different responses.

Hello there, you have

31a travelling now and 31b travelling later...Your step parent will only be on her process only if they were already married on your 18th birthday? are you a USC by birth? if yes good if not he won't be travelling with your mother because she need to get her green card first and once she does that then she can apply for him on the category F2A that will take at least 2 years for him to become a LPR. So he will travelling on 31b.
