I dont understand what would hurt them if they issue a PCC to you. They can charge their official fee, but they should provide the PCC.

Please approach the passport office again to mention that NVC require the PCC ( no matter even password was issued within 6 months ). Just say that you need it. Pay them some extra bucks so they can make the things happen for you if there is some situation like this.

They should process your IV packet without the Passport Clearance Cert. NVC knows it is a common issue for Gujarat, A'bad. RPO office.

You need to inform them that you can not obtain a Passport Clearance Cert. from A'bad RPO until you complete the case and DOS generates an official interview notice letter.

Until you get this interview notice letter you can not obtain your Passport Clearance Cert., no matter how hard you try. Even if your passport is less than 6 months old you MUST submit the certificate to VFS or at the time of the interview to be able to pass the interview (paperwork wise).

The problem lies with NVC right now not A'bad RPO. You need to get hold of a supervisor and explain the issue (at NVC).

You have to state your intent as to why you need the certificate. Once you put Visa for USA they want to see a DOS generated official interview letter.

You can not falsely claim its for a domestic job or something of that nature as they print on the certificate what the intention of the passport clearance certificate is valid and generated for.

I got my PCC from Passport Seva Kendra, Chennai, and they didnt require any covering letter or any other letter. Of course! I brought the print of NOA2, IV payment receipt, covering letter, etc etc but they didnt care for all these doc at all.

All I filled an online application, and mentioned that I need PCC for USA, common details about my passport, etc. That is it!

Seems like Passport Seva Kendra is smooth for such process. :)

You should not have to send anything to NVC! Did you not read my post above? Post # 3! You need NVC to complete your case and have them generate a interview notice letter.

You then apply for the PCC at A'bad RPO with the DOS interview notice letter. You then have to surrender your Passport Clearance Cert at VFS document submission 10 business days before your interview or you can submit it at the time of the interview.

Get on the phone and call NVC and talk to a tier 2 operator and have them forward you to a supervisor!
