confused with process

After all this researching and such, I'm still confused on the process. Can someone please clarify this for me...

Does the DS-230 go to the Consulate or the NVC?? It is listed in the Packet 3 from the Consulate, but also listed on the NVC flow chart...

Timeline

so when does packet 3 get sent out?? I thought it got sent after NVC sends to consulate...but then why does packet 3 discuss filling out DS-230??

Packet 3 is for Fiance visa, you dont need to send anything to the consulate, NVC will forward all your documents to the consulate.

03/04/2010: Getting married

06/06/2011: Submit I-130. Case is at CSC

06/08/2011: NOA1

01/06/2012: NOA2

01/23/2012: Case number assigned

01/26/2012: AOS Bill and IV Bill invoiced

05/10/2012: Paid AOS and IV fees

08/20/2012: Sent AOS and IV packets

08/22/2012: NVC received AOS and IV packets

08/29/2012: Case complete

11/06/2012: Interview date appointment received

12/04/2012: Interview date. Approved!!!

ohhh, I guess I missed that, so as soon as we are done with NVC we should be expecting an interview date then??

I thought I kept reading others having to send in Packet 3 to the consulate or whatever, and then they can get Packet 4

No need to send anything to the consulate beforehand, send everything to nvc, they will forward it to the consulate and you will receive a letter with the interview once all your paperwork at nvc is done, or you can call them to possibly get notification quicker.
