B2 to J1 Visa

Hi,

I am travelling to the states to do a global exchange in Arizona, from Sydney Australia.

I want to do about 45 days worth of travelling before my course beings. Which means i will need to apply for a B-2 Visa (Tourist) and then have this changed to J-1 visa (exchange) before the course begins. I can apply for both at the same time in Sydney.

I am worried that if i try to change this status while in the states i will not gain approval before my course begins. I read the other option is to leave the states and re-enter the country under my J-1 visa.

So my main questions are:

1.If i were to apply for a change of status when i arrive in the states (giving me a 45 days buffer) do i need to attend an interview? as in can i apply while in New York and then arrive in Arizona with the change of status approved?

Or

2. Can i fly to Canada on my B-2 visa and then re-enter the states with my J-1 visa?

Does anyone have any advice/alternatives so i get get the best of both worlds.
