Can apply for Business VISA when I-129F is still pending?

Hello to everybody. I'm new in this forum and I’d like to consult with anyone who might have same situation as me or request advices from experienced people in this forum.

I met my Fiancé in Singapore and we’ve been staying together in same apartment since last October. Both of us are working and living in Singapore now.

We filed I-129F (Fiancée) petition with USCIS this February and received case # on Mar 8, 2011.

We responded to RFE and sent it back to USCIS (Vermont Center) in August and it’s confirmed that our letter had been received on Sept 2 2011. However, till today (Oct 7 2011), we still haven’t received any answer from USCIS.

What can we do at this moment? We’re getting very frustrated for keep waiting and checking our case status on USCIS’s website. Can we call USCIS hot line before 60 days? Agree with a lot of people here that hotline is completely useless and we’ve never received any satisfied answer from them. But beside this number, I don’t see there’s any other resource we can contact with. 

By the way, my company decided to transfer me from Singapore to US HQ but I couldn’t give my company a timeline when I can move to US because the I-129F (Fiancée) petition is still pending to be approved.

So can I apply for business VISA designed for company internal transfer purpose when the I-129F is still pending?
