Just received a letter from the Vancouver Consulate and Fiance and I are so confused...

We thought we would receive the packet 3, but instead we received this letter that states they do not process applications unless you are a Canadian citizen.

My fiance is clearly a canadian citizen, we even put a copy of her passport in the package.

The letter is unclear and vague: are they asking us to fax over proof of citizenship? Should we do nothing?

Is this just an extra step? Is this standard procedure?

I would suggest calling or e-mailing Vancouver for clarification. This is too important to just do nothing.
