Dependent change of status from B2 to L2 visa with the below specific scenario?

Hi,

I completed my 5 years stay in US on L1 B, so my company applied for L1B to L1A conversion 5 months back. Since my conversion petition was in process for longtime with no response, I started Tourist visa processing for my wife in India for which my friend in US is sponsoring.

Meanwhile, my L1 A petition got approved 5 days back. But, now she can't wait for some more time to get L2 visa due to some urgent reasons. So, she is planning to travel here on B2, once it gets approved on 9/9/2011.

My questions are....

1) Can we convert her B2 visa to L2 within US?

2) How much it cost for above COS including USCIS fee and what would be approx attorney fees?

3) Can I apply COS myself or my company has to do?

4) How long it usually take for COS? can we stays while COS petition is in process?

she has to come here within 2 weeks due to some urgent reasons. So, we can't for wait for L2 which might take at least 2 months. Is it not legal to go for tourist visa now? If it gets rejected, will there be any problem for future L2 visa approval? Please advice

Coming to the US on a tourist visa with the intent to stay is fraud and could result in a lifetime ban. I would be very very careful through this whole process. Double and triple check any answers you get from attorneys or people on the forum.
