K1 Visa Interview places in Canada

Hi, I am an American citizen and my fiance is a Canadian citizen. We are about to send in the I-129F petition and start the immigration journey! But I am having a little trouble deciding which U.S. embassy to write down for question 20 (your finance will apply for a visa abroad at the American embassy or consulate at: City & Country). He lives outside Toronto so that would be the most convenient location but everywhere I am reading says interviews are only done at Monteal and Vancouver in Canada?? I have called several places including the Toronto embassy but they will not give me any information!

Does anyone know if Toronto will do the interview for the K1 visa?? Or is it just Monteal and Vancouver??

The medical can be done in Toronto, if he doesn't want to spend a week in Montreal before the interview.
