Extending A Tourist Visa Without An I-94 Card

Hi all!

I posted this in the tourist visa section and they said I might have better luck here.

Can a Canadian citizen in the US on a B-2 tourist visa request an extension via an I-539 form without an I-94 card? As you know, most Canadians don't receive an I-94 card when entering the US as tourists. There were no stamps on this persons passport upon entering the US and there was no I-94 card given. I have heard conflicting answers on this and want to make sure I have it right. Also, what is the latest time that one can file for an extension without being in violation of status?
