Timeline

Is the NBI the same as the police clearance?

05/15/10 - met my future husband in the Philippines on a family vacation
05/18/10 - started dating... He asked me out :) while I was crushing on him....hehe
11/05/10 - flew to PI to visit him again for 1 week <3
11/06/10 - PROPOSED part 1... our engagement/promise rings
05/08/11 - flew to PI to visit him again for 2 weeks <3
05/20/11 - PROPOSED part 2... our engagement/promise rings

K-1 visa process:
05/31/11 - submit I-129F to USCIS (fee: $340)
06/02/11- NOA1 received (NO RFE)
08/08/11- NOA2 received (APPROVAL) in 67 days
08/18/11- CASE # received by NVC
08/19/11- SENT TO MANILA CONSULATE
08/22/11- NVC hard copy letter received :)
08/26/11 - CONSULATE RECIEVED PETITION
09/05/11 - Interview packet recieved for FIANCE
09/15/11 - Fiance RECIEVED documents from me :)
10/06/11 - FIANCE received PASSPORT (fee: 1,200 peso)
10/06/11 - PAY Interview fees (fee: 15,400 peso)
10/10-11/11- MEDICAL/VACCINATION INTERVIEW (fee: 9,400 peso) - APPROVE!!
10/17/11 - US EMBASSY INTERVIEW (221g ~ submit additional documents)
10/23/11 - 11/05/11 ~ vacation to visit FIANCE in PHILIPPINES 2 weeks <3
10/26/11 - USEM RECIEVED NSO BC/CENOMAR #2
11/04/11 - USEM RECIEVED NBI CLEARANCE #2 & Passport
11/09/11 - USEM CO REVIEWING
12/01/11 - USEM APPROVED, ISSUED & PRINTED
12/05/11 - VISA Sent out to 2GO
12/09/11 - VISA in Hand (DO NOT OPEN BROWN ENVOLOPE)
12/14/11 - CFO SEMINAR (fee: 650 peso)
12/27/11 - POE Honolulu (one way ticket $750)

Police clearance is the pre-requisite docs for you to get the NBI clearance, therefore it is not the same.

USCIS...
01/28/2011...mailed I-130 to chicago Lockbox.....The journey begins
01/31/2011...receive I-130
02/05/2011...get a e-mail notice of NOA-1...states case transferred to CSC
02/08/2011...check clears my bank
02/10/2011... rec. hardcopy NOA-1 in mail...priority date..01/31/2011.....sit back relax and ride this slow mule!!
02/14/2011... touched ( it must have fallen on the floor )..hehe
05/12/2011...NOA-2 OMG...98days u kidding me!!!!!!!

NVC......

05/26/2011... finally got NVC case number...
05/28/2011... receive DS-3032 in e-mail/e-mailed the DS-3032 back
05/28/2011... receive AOS fee bill/ and paid online.
06/01/2011... AOS fee bill shows paid.
06/02/2011... DS-3032 accepted
06/03/2011... IV-bill generated and sented by e-mail
06/04/2011... Paid IV fee bill/ in progress
06/07/2011... IV fee bill showed paid/ downloaded cover sheet
06/08/2011... Express mail both the I-864(AOS) and DS-230
06/09/2011... Confirmed del at 11:10am signed by N visa center.
06/21/2011... SIF...yea!!! called NVC..yes case complete but no interview dates until aug..rats!!
06/28/2011... issured interview date set for 08/08/2011 At 6:30am.
07/12&13/2011... medical
YEA SHE PASSED MEDICAL

08/08/2011... interview approved!!!
08/19/2011...usa/arkansas.....

ROC

05/23/2013... mailed I-751 to Vermont

05/25/2013...delivery confirm received

05/30/2013...check cleared bank

06/01/2013...rec. NOA1 (receipt date 05/28/2013)

06/24/2013... biometrics appointment

You will need the NBI clearance, and if you lived outside the Philippines for more than 6 month's, you will also need a Certificate of Clearance from the police in the country in which you lived. The NVC will request this clearance by sending you an official request which you will send along with payment and forms plus fingerprints to the official police agency in the country where you resided while abroad.

I believe my asawa says it does not matter when, it still must be obtained. But perhaps someone with experience will know different, as she was only out of the country in the past 2 years.

what if you lived out of the phils for over 6 months, over 7 years ago?

Applicants aged 16 years and older must also present police certificates from other countries where they have lived for six (6) months or more after reaching the age of 16. As with NBI clearances, foreign police certificates should be obtained in any maiden names, aliases or nicknames used while in the country in question, including different spellings you have used of those names. Country-specific information on how to secure police certificates is available on the State Department’s website at http://travel.state.gov/visa/fees/fees_3272.html.

POLICE CERTIFICATES: A police certificate is required from a country in which the applicant lived for more than one year (six months if you are applying for a K-1 or K-3 visa) after turning 16 years of age. As with NBI clearances, foreign police certificates should be obtained in any maiden names, married names, aliases or nicknames ever used while in the country in question, including different spellings of all names ever used. Information on how to secure police certificates from countries where these are available may be obtained by contacting U.S. Embassy Manila’s Immigrant Visa Branch or an Embassy/Consulate of the country from which the police certificate is required.

How to obtain a police clearance certificate:

The State Department's Visa Office offers online information on the availability of country documents (including police certificates) through its Country Document Finder. Click on the letter that begins the country name, select the country and scroll down to "Documents". Hope this helps
