Hello All,

I have an NOA1 date of June 1 at CSC and am anticipating the NOA2 in another month or so (hopefully). My spouse is in India (Pune).

I'm having some difficulty understanding what to have ready before the NOA2 arrives and the process starts at NVC. I've read the wiki several times and I'm still not entirely clear on this.

For most of my questions, I'm just looking for confirmation and want to make sure my interpretation of the details are correct. Here they are:

1) Form DS-3032: Do most people email this form or return the hardcopy or both? If we decide to email only, do we need to fill out the hardcopy form and attach it with the email?

2) Form DS-230: Since my spouse is in India and India is not "standard processing", we will have to gather and send the supporting documents (and part 2 of the form) to NVC. Is this correct?

3) I've read that the copies of the supporting documents for form DS-230 (birth certificate, marriage certificate etc) need to be certified by the issuing agency and not by a notary. Is this correct? Will notarized copies suffice? Can anyone who has recently submitted these documents from India comment?

4) I'm thoroughly confused on the Police Certificate. Is it too early to obtain this? Where does my spouse need to go to get this and what should they ask for? Will we need two copies (one for the interview also)?

5) The only forms that need to be signed by my spouse are the DS-3032 and DS-230 (part 1) for the NVC, correct?

6) In general, I am a little hesitant to generate my own barcodes (mostly because of my own ineptitude). But if I understand correctly, the barcode/cover sheets for the DS-230 and I-864 should be available online fairly quickly after the payments are made (as long as I pay electronically). It's really only the DS-3032 you have to wait for, correct?

Once your petition is approved, you need to contact NVC to get your NVC Case Number and Invoice Identification number (needed to login and pay fees online). Then immediately send DS-3032 email using the format available at VJ.

I advise you to get DS-3032 email format sent from your wife's email address. NVC accepts it.

All documents needs to be submitted to NVC only.

Get a few of DS-230 forms (only part I) signed by your wife, 4 photos (2 X 2) of your wife, Her Original or Certified copy of Birth Certifcate & Original or Certified copy of Marraige certifcate mailed to you. Certified copies means a copy issued by the original certficate issuing authority (example - a certfied copy of Birth can be issued by the same office that issued her original birth certficate)

Ask your wife to get a Police Clearance Certficate from the place where she currently lives (after you get approval of your petition or a little earlier). Then let he go with that to the Passport Office that issued her passport and apply for a Passport Clearance certficate (they need a copy of the Local Police clearance). If she lived abroad for more than 12 months contunuously, she will need to get a PCC from that foreign place.

You will have to file I-864 or I864EZ (if using only wages) and get 2010, 2009 & 2008 IRS Tax Transcripts now itself.

If you still have doubts, let me know. I just submitted my I-864 & DS-230.

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

08/05/13 - NOA1 (received on 08/10/13)

08/01/13 - Mailed I-751 (received on 8/2/13 - check cashed on 8/5/13)

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)
11/28/11 - Received Green Card (Expires on 10/30/13) - Welcome Letter on 11/17/11
10/30/11 - POE - Houston, TX

Chennai Consulate (40 days)
10/28/11 - Received Visa papers and Passport at VFS
10/25/11 - Interview Cleared Successfully (Spouse was not allowed in)

NVC: (90 days from NOA2 to Consulate)
08/31/11 - Case Completed (Interview 10/25/11) - Received at Chennai on 09/19/11
07/22/11 - NVC Case Number

USCIS: (92 days)

6/21/11 - NOA2 (NOA1 on 3/25/11) - took a month to get to NVC
3/21/11 - I-130 sent to USCIS Lockbox, Chicago.

So the NVC will also require the Passport Clearance Certificate in addition to the Police Clearance Certificate?

Best of luck with the rest of the process.

If getting the PCC is difficult for the time you submit DS-230, you can attach a letter stating that you will submit it at the Interview, which is also accepted. But it has to be real - meaning some Passport offices do not issue PCC till you submit an interview letter.
