I am completely confused on what I should do.

My Fiance' lives in Afghanistan. Currently hes in Kandahar working as interpeter. Should we use this address as his current address? Even though it is on a base. He may even be leaving this address in couple months. He is not sure. Usually he lives with his Family in Kabul. Another problem is they do not have an exact address (house number) Just the section and town/ city. How will the embassy know where to mail the forms? Should I attach a paper explaining our situation and give them his cell number? Would it be possible for them to call him so he can come to pick up the papers? Im sure they have come accross situations like this before and know how to handle them but I just want to make sure I fill out these forms properly so they wont be delayed. Is there a number or email I can use to contact someone to ask these types of questions? Anyone in a smiliar situation, I need advice. Thanks
