Question 40 f on DS-230

“An alien who failed to attend a hearing on deportation or inadmissibility within the last 5 years; who seeks or has sought a visa, entry into the United States, or any immigration benefit by fraud or misrepresentation….”

Entered U.S. with B2 visa and round trip ticket and was determined to be in intended immigrant. It is written on her Withdrawal of Application that her reason for being deceptive was to hide her intention to enter the US as intended immigrant. They wrote “Revoked” on her passport. She was given permission to withdrawal application for admission. Do not believe this is fraud or misrepresentation, but do not know how they look at it.

How should she answer 40F?
