I am the petitioner and trying to figure out how much income I will need. I have one daughter but she does not live with me and I pay child support for her. Is she counted as an additional family member? Thanks!

Yes she will count because you are responsible for her.

and any other dependents you claim on taxes you have to claim on this form.

Don't forget to include your future wife/husband in the calculations. For instance, for you, your future spouse, and daughter, your family size would be 3.

I don't claim her on my taxes . . . my ex does. Would she still be included?

Yes she would because you pay child support and you still have the responsibility to support her. I had to send in extra documents proving my oldest child doesnt live with me, claim on taxes, dont pay child support and he has reached majority age here in NC allowing me to exclude him on my household per the instructions on i 864...this allows me to exclude him ONLY for this reason.

They expect you to have to support her in someway at least until she reaches majority so you will have to include her even if she doesnt live with you or claim on taxes.

If you have a minor child, expect to include them. The only exceptions are rare exceptions: stuff like the child being emancipated, for instance. Even if your child lived in Hawaii you would still have to count her.
