This pertains to my father's petition - IR5 - of which he had an interview this morning in Manila, Philippines (May 16, 2011). After a long painful 6 hour process at the US Embassy, he was sent home with a list containing 2 new documents they're asking him to obtain. First one is my mother's Certified Death Certificate printed on NSO paper (apparently they DO NOT accept ORIGINAL death certificates ???, but either way, my dad had already went to the NSO, ordered and paid for it, expedited, and he was told that it will be mailed to the Embassy after 3 days of processing) and a written explanation of No Criminal Record issued by the NBI. I've read several threads regarding the second requirement but they're all telling me to do different steps on how to obtain it and how it needs to get submitted to the US Embassy in Manila.

Folks, will you please provide me with proper instructions on how to obtain this written explanation from the NBI office, what he needs to do/provide them, how to submit to the Embassy and how long is the wait time?
