driver's license renewal questions for F-1 student about to transfer to OPT

Hi everyone,

I'm an F-1 student in Pennsylvania, about to apply for OPT. (I have my application documents ready, but have not yet submitted them.) I need to renew my Pennsylvania driver's license, which has been expired for more than 6 months now. My current I-20 has a bit over 4 months left on it. the OPT, if granted, would start in about 4 months' time. I already have a job (and a contract) for the duration of the OPT: I just need my driver's license renewed to move to the job...

So, my question is: can I renew the Pennsylvania license before getting the EDT card (that is, before actually getting the OPT status)? Or can I only renew it after getting the EDT card? (Or can I renew it even then...?) Can I renew it while the OPT application is pending? Or before even applying? Basically, when is the earliest opportunity I can renew my driver's license, given my circumstances?

(I'm guessing it will be relevant here whether a Pennsylvania driver's license that has been expired for more than 6 months counts as one you can "renew".)
