I sent one letter from each of us , wording was just a bit different but basically said the same thing. I also addressed both to the Consulate Officer, Manila Embassy. Each letter had original signatures, black ink. Print and sign 3 or so copies for your backup. Our petition went through with no problems.

What stage are you at with your petition?

Please fill in your timeline, it makes answering questions a lot easier! Unless you haven't filed yet lol

If you are submitting the initial I-129F petition, letters of intent are addressed to the department of state and each of you need to complete 1 letter.

When you are the visa application stage, the petitioner needs to send another letter of intent for their fiance/ee to take with them to interview. This one is addressed to the US Embassy, Manila since that is where she is going for interview. Your fiance/ee won't need a letter because they're there in person asking for a visa :)
