US Citizen Filing for Mom's GC: Birth Certificate question

Hello,

I am a naturalized US citizen(born in India) and want to apply for mom's GC. Currently she is in India.

While going thru the form I-130 came to know that I need to submit my birth certificate showing my mom's name.

Issue is I dont have my birth certificate. During my GC filing I got the 'Certificate of non-availability of birth certificate' from the municiapal office in India. Along with this I also submitted 2 affidavit of relatives.

As of now I am not able to find the certificate of non-availability of birth certificate but able to find the affidavit.

Looking for any help reg this. Can I just submit the affidavit or it has to be non-availability certificate plus affidavit?

Can I get the non-availability certificate from Indian Consulate in US.

Please advise.
