Can you call USE Manila from a cellphone?

My fiancee keeps getting a busy signal whenever she tries to get a hold of the embassy to setup an appointment for inteview. Do you really have to use a landline to get through the USE Manila's line? Thanks!

My Sweetheart called from her cellphone last week and got through okay. She called before 8:00 AM.

I've called the embassy about 12 times on my cellphone. I found it's best to call when they first open.

Actually, I try to called USE through celphone unluckily I cant get through so I try to asking my friend they told me that I can contact at US embassy through PLDT, so I told my fiance that He only call to the US embassy and paid for $18 per transaction.
