J1 waiver?

Hi again, does anyone know about J1 visa waivers? My fiance and I met when he was here on a J1 visa. He's back in the UK now, but we're hoping to apply (within a few weeks) for the K1 visa. He's sent in the request to see if he needs a waiver for the 2 year residency requirement, but that could take weeks (if not longer). Does anyone know offhand how common it is for a UK citizen to be subject to the 2 year residency requirement? His visa doesn't say anything about it.

I had a J1 from 2006-2007 and i wasnt subject to the 2 year home rule.. it should say in his visa.. or maybe the DS-2019 wether he is required to fulfill the 2 year requirement..

As far as i am aware though its pretty rare for any brit to get the 2 year ruling.

Edit: I just looked at my DS-2019 and it does say ont there if you subject to the 2 year home rule.. It doesnt say on the visa.
