What does this mean? Where does it come from?

I went for my K-1 interview today, I first had to hand in Birth certificate , evidence of ongoing relationship and have my fingerprints taken. After an hour and a half i got called by the CO who asked about my relationship. He then issued an RFE for a tax return for I-134. He was showing me the form but I was looking down at the pile of paers in front of him. On an official form , I don't know whether it was DS230 or what but ther was a stamp in the middle with red letters saying APPROVED, does anyone know what forms get stamped with this stamp?
