Traveling to the US while IV is pending

I have filed for both of my parents and their IVs are in process. I only have to submit the DS-230s and hopefully I will be doing it in the next 2 weeks or so.

We are expecting our second baby in 1 week and would like my mom to come for the birth of after. She would only stay for 3 weeks as she has a contract at her work and has to go back to finish it and then once all paperwork is finished and they pass their interview, they will move for good.

My question is, would she be denied entry when she comes here for the 3 weeks with her tourist visa? She has been here several times, staying at the most 3 weeks. Has anybody been in this situation? I don't want to spend on an airline ticket if she is denied entry because her process is pending.

Any feedback will be greatly appreciated.
