Receiving Packet 4 from U.S. Embassy

For those who are familiar with the U.S. Embassy in Santo Domingo, Dominican Republic. My fiancee is waiting to receive her packet 4 instructions for applying for K-1 Visa. I received a letter from the NVC on March 24, 2010 saying our approved I-129f will be sent within 1 week to the U.S. Embassy in Santo Domingo.

-Does anyone know how long it will take for her to receive her packet of instructions (she lives in Puerto Plata)?

-Also, does the Embassy use a courier service or regular mail service to send it?

I am already aware of the instructions on the website THX. But she still needs to receive it. I believe she cannot get her medical appointment without it.
