As we come to the end of an endless fight on health care reform, it's worth asking whether the bill Congress appears to be on the verge of passing will actually reform health care.

Melissa Rodgers, the Associate Director of the Berkeley Center on Health, Economic & Family Security at the UC Berkeley School of Law says it's a good first step.

What those who deplore the cost of the bill fail to understand, Rodgers says, is how it will reduce healthcare costs over the long run. It will certainly cost more to cover more people, but the bill will also reduce the cost of actually distributing health care. In so doing, it will help rein in spiraling costs that would otherwise doom the nation to ruin.

To her point, the Congressional Budget Office estimates the bill will reduce the deficit by $138 billion over the next decade, through additional tax revenue and Medicare savings.

Of course, projections and actual costs never line-up in Washington.

Rodgers also believes the bill is the first step towards universal health care, something conservative opponents of the bill fear.
