How to attach an explanation letter with I-864

Hi I am filling out in I-864. Question # 25 asks the following;

"I have filed a Federal tax return for each of the three most recent tax years. I have attached the required photocopy or transcript of my Federal tax return for only themost recent tax year."

I filed in 2008 and 2007, but in 2006 I was a student, had no income and did not file. So I cannot check the box associated with the line listed above. I need to attach an explanation letter. Does this letter need to be in any specific format. What identifying information does it need? A link to a sample or any other information will be very helpful. Thanks for you help in advance.

My fiancee (USC petitioner) was in a similar position. She had filed in 2007, but not in 2006 or 2008. So we checked the box that said we were including three years worth, included the 2007, and a short explanatory note for the other two years that read like this:

Written Explanation of Federal Tax Returns

<Sponsor's Name, address>

To Whom It May Concern:

<date>

Dear Sir or Madam:

I, <sponsor's name>, do hereby state that I had no taxable income during calendar year 2008 or 2006, and therefore did not file a Federal Tax Return for those years.

I got approved (with a joint sponsor) so it must have worked
