do I need co-sponsor?

I only made around $12,000 last year(5 months of employment), because my first job started from July, 2008.

For 2009, so far I have total salary of $23,000 (9 moths of employment) + saving account of $20,000

Based on the above numbers & the poverty chart (see below, line 2) , I should be OK without co-sponsor...right?

But I also heard that: 1) during interview, they will use 125% of poverty line;

2) you need co-sponsor if you don't have three years of 1040 tax return..

they will use 125% poverty guideliine, if you are earning $23,000 now and have $20,000 in savings you are technically ok... if you don't have 3 years of prior tax returns then you should have a co-sponsor in your back pocket... Guangzhou consulate is known to deny without it.
