My fiancee's interview is at the Chennai consulate in India on July 6 (we had to reschedule due to EXTREMELY long wait times for her police clearance).

The instructions say,

"Before coming for your visa interview the following dosuments should be presented at your nearest VFS office. VFS will give you a receipt for all documents left with it. At the time you present your documents you must also pay a courier fee... etc."

"All documents must be presented at your nearest VFS office NO EARLIER THAN 15 WORKING DAYS AND NO LESS THAN 10 DAYS PRIOR TO YOUR INTERVIEW AT THE CONSULATE. FAILURE TO SUBMIT YOUR DOCUMENTS BY TEN WORKING DAYS PRIOR TO YOUR APPOINTMENT MAY RESULT IN LOSS OF YOUR INTERVIEW DATE."

Then, directly below that, it says,

If you wish, you may submit your documents the day of your interview, but you must pay the courier charges 15 days in advance, etc...

So it looks like the docs "must be submitted ahead of time.." except not.

Why do they write this in bold-faced block letters then say "except you don't have to..."

Anyone have experience with this? We are planning to present the documents AT the interview and pay the fee ahead of time but am still a bit nervous about this.
