AOS and the I-130 NOA2

I was wondering if anyone could help me out...My husband has recently arrived to the US as a K-3 visa holder and we wanted submit paperwork for his AOS, but one of the requirements is the I-130 NOA2 which we have not recieved yet. My question is who should I contact to find out the status or what should I do next? And is there a USCIS site where I can check the status of the I-130 using the recipet number. Also do I need to contact the NVC to pay the $70, they have been difficult to reach by phone and I am a little confused about the next steps in this process.

VJ memeber "SteveColorado", he has some post below, had exactly the same problem. He contacted USCIS and after some "run around" got them to agree to the "courtesy" of sending a new NOA2 free of charge. Maybe send him a PM and see if he has a suggestion. He is currently in Ukraine but I am sure he will help you out when he can.
