I don't get this...

In February's elections Tzipi Livni, of the centrist Kadima party, emerged the winner, but the overall strength of the rightwing bloc meant Netanyahu, who came a close second, was asked to form a government. Despite new efforts in recent days he has not been able to agree a broader unity coalition with Livni that might have offered him more stability. Talks continue between the two camps behind the scenes, but Livni seems likely to join the opposition.

A state of affairs known to happen in Indian politics (simplistic version of timeframe 1989-1991 posted below), but near-perennial in Israeli.

Indian Election Timeline 1989-1991:

  • Congress (under Rajiv Gandhi) declines from thumping-majority (404/545 seats) to 197/545
  • Coalition formed of Janata Dal (143), BJP (85) and both Communist parties (45) with much internecine tension for leadership, settling on V.P. Singh as PM
  • September 1990: BJP decides to raise Ayodhya Issue and its supremo L.K. Advani starts "chariot pilgrimage" and is arrested at Samastipur; many other BJP, RSS and VHP cadres "volunteer" for arrest in solidarity with Advani, and BJP Rajya Sabha Vajpayee withdraws support from JD government
  • faction of JD appoints Chandra Shekhar as PM with "outside support" from now-Opposition Congress
  • 1991 -- over issue of refueling (at Sahar and Palam) of USAF aircraft going to Iraq (Chandra Shekhar had OK'd it, but Rajiv Gandhi states he wasn't consulted and orders the PM to stop), Chandra Shekhar resigns, necessitating new election
  • May 1991 -- Congress gets narrow absolute majority, but at the price of its PM-designate Rajiv Gandhi; Narasimha Rao takes leadership and serves "uneventful" (only meaning he managed to stay in power throughout) term till 1996
