Call the USEM at +63 (2) 301-2000 and press 0 or 8. Then ask the operator to connect you to Delbros. Look for Ms. Aiko. She is very accomodating and help in tracking the delivery of your visa.

Or you can call the Delbros main office at +63 (2) 339-2761 loc. 111 and look for Ms. Abbie Reyes or Mr. Rayan Gatchalian.
